客卿 is an archaic term that was used during the Spring and Autumn period and the following Warring States period. It was an official title given to persons coming from other states but serving as high-ranking officials for the Qin government. They were treated as “guests” (客 means “visitor, guest” and 卿 means “high ranking official”).
